In developing countries, search engines are often the first gateway for citizens to international development information, market data, and policy resources. Yet the underlying rules of this infrastructure are now being profoundly rewritten by artificial intelligence.

The Restructuring of Information Distribution Mechanisms: Opportunity or Divide?

From a long-term development perspective, the evolution of AI and SEO should not be viewed as isolated technological phenomena, but rather as new issues that the global governance system needs to address. Among the Sustainable Development Goals (SDGs), Goal 9 emphasizes "Industry, Innovation and Infrastructure," and Goal 17 emphasizes "Partnerships for the Goals." These goals all call for a fair, transparent, and resilient digital public space.

At the same time, a diversified search ecosystem should be encouraged to prevent a single technological path from dominating the global information flow.

AI is changing the way we "search" the world, and the depth of this change far exceeds commercial competition. Search engine optimization is no longer an exclusive topic for marketers, but has become a governance issue concerning knowledge power, economic development, and global justice.
In a world increasingly mediated by algorithms, ensuring that all countries and all communities can participate equally in the creation and access of information will become a new yardstick for measuring sustainable development in the digital age. International cooperation mechanisms need to engage with this issue in a timely manner, closely linking AI governance with global development goals, so as to prevent the technological dividend from becoming a new dividing line.
