Food system transformation: a key lever for global sustainable development

From the perspective of global development governance, this article analyzes the intertwined relationship between food systems and environmental crises, and explores how the international community can promote sustainable, resilient, and equitable food transformation through multilateral cooperation, so as to contribute to the achievement of the 2030 Sustainable Development Goals.

Introduction

The food system is a foundation of human civilization; it is not only essential for survival but also a convergence point of culture, society, and economy. However, this system is facing unprecedented challenges: on one hand, the pressure to feed nearly 9 billion people; on the other, problems such as climate shocks, biodiversity loss, and soil degradation. In its latest update, the Geneva Environment Network warns that current unsustainable patterns of food production and consumption are exacerbating the triple planetary crisis, which in turn strikes back at the food system with greater intensity, creating a vicious cycle.

This article places the food system within the framework of global development governance, analyzes its central significance for the Sustainable Development Goals (SDGs), and explores transformation pathways from ESG and policy perspectives.

The Global Dimension of the Food System

According to FAO data, agriculture provides livelihoods for 883 million people globally. This means the health of the food system is directly linked to the income and food security of hundreds of millions of families. But as the COVID-19 pandemic revealed, when supply chains are disrupted and markets close, it is often the poorest and most marginalized groups that fall into difficulty first. The vulnerability of the food system is therefore not only an economic issue but also a matter of social justice.

More importantly, the food system is closely related to all 17 Sustainable Development Goals. From poverty eradication (SDG1) and zero hunger (SDG2) to responsible consumption and production (SDG12), and then to climate action (SDG13) and life on land (SDG15), the food system is a hub for achieving these goals. Food security that ignores the environmental dimension is unsustainable, because natural ecosystem services—pollination, soil formation, and water regulation—are precisely the prerequisites for agriculture.

Hunger Trends and the Urgency of Food System Transformation

UN reports show that in 2019, about 2 billion people worldwide could not regularly access safe, nutritious, and sufficient food. If current trends continue, by 2030 the number of hungry people will exceed 840 million, accounting for 9.8% of the global population. Behind this figure lies the combined effect of climate change, regional conflicts, and economic inequality. Environmental degradation in turn reduces agricultural productivity, further widening the food gap.

Therefore, the specific targets of SDG2 (2.4 and 2.5) particularly emphasize the necessity of protecting and enhancing the natural resource base. Sustainable agriculture can not only provide food but also restore landscapes and promote inclusive growth. This resonates with the global consensus to "build back better."

The Food System in the Triple Planetary Crisis

The Geneva Environment Network's report repeatedly emphasizes a core point: the food system is both a victim of climate change and a driver of it. Agricultural expansion has led to deforestation, soil erosion, water pollution from fertilizers and pesticides, and greenhouse gas emissions. In turn, extreme climate events such as droughts, floods, and heatwaves are hitting food production with higher frequency.This interaction requires us to abandon the single-track logic of "productivity first" and shift to a "resilience-first" regenerative model. In the Global South, smallholder farming systems especially need the dissemination of climate-smart technologies and financing support. At the international level, climate finance must flow more toward agricultural adaptation and low-carbon transition.

Food Safety: From Global Burden to Systemic Solution

Food safety is the bottom line for the sustainability of food systems. Every year, about 600 million people fall ill due to foodborne diseases, and 420,000 die, with children and the poor bearing disproportionate risks. Food safety problems not only harm health but also have long-term impacts on nutrition, education, productivity, and national economies.

The theme of World Food Safety Day 2026, "From burden to solution—safe food everywhere," precisely captures this shift. The World Health Organization is about to release new estimates of the global burden of foodborne diseases from 2000 to 2021, and for the first time provide country-level estimates. This data tool will help countries identify policy priorities and formulate more effective risk prevention and control measures. At the same time, the normative texts of the Codex Alimentarius and robust national food control systems are key institutional foundations for preventing risks.

International Governance: From Commitments to Implementation

Transforming global food systems requires truly effective multilateral mechanisms. The United Nations Food Systems Summit (2021) launched the transformation agenda, and the two subsequent stocktaking meetings (Rome 2023, Addis Ababa 2025) have gradually moved commitments toward implementation. The second stocktaking meeting focused on "accelerating sustainable, inclusive, and resilient food system transformation" and placed Africa's practical experience at the center of the global agenda. Regional preparatory meetings also provided space for countries to localize transformation.

However, there remains a huge gap between international political commitments and resource allocation. Developed countries need to provide climate and technology assistance, while developing countries need to build agricultural research and policy systems with autonomous capacity. This is not only a governance issue but also a justice issue.

Conclusion and Outlook

Food system transformation is not a simple technical fix, but a systematic reshaping of economic structures, trade rules, land ethics, and public health systems. From an ESG perspective, investment standards for the food industry must incorporate indicators such as water quality, carbon emissions, biodiversity, and social inclusion; from a global development perspective, food systems must become a joint focal point for climate action, poverty reduction, and health governance.

Materials provided by the Geneva Environment Network show that International Geneva plays a key coordinating role in the fields of food safety and environmental governance. In the future, we need stronger data foundations, more inclusive governance mechanisms, and firmer political will. Only in this way can we transform food systems from the source of the current crisis into an engine of global sustainable development.
