Reshaping the Food System: The Intersection of Global Development, Climate Governance, and the SDGs

Analyze how food systems can serve as a core lever for global development, climate change, and the Sustainable Development Goals, and explore the challenges and transformation pathways faced by international governance.

Introduction

Food systems connect human health, economic development, and the natural environment. However, current global food production and consumption patterns are exacerbating the climate crisis, biodiversity loss, and pollution—the so-called “triple planetary crisis”. At the same time, approximately 2 billion people still lack regular access to safe, nutritious, and sufficient food. This contradiction makes the transformation of food systems a key entry point for achieving the 2030 Agenda for Sustainable Development.

Food Systems and the SDGs: Beyond Zero Hunger

SDG 2 (Zero Hunger) is the most direct goal for food systems, but its achievement is highly dependent on environmental sustainability. Targets 2.4 and 2.5 explicitly require ensuring long-term food security through sustainable agricultural production and the conservation of genetic resources. Research shows that focusing solely on increasing production without improving the ecological foundation will lead to soil degradation, water pollution, and increased greenhouse gas emissions, ultimately undermining food production.

In fact, food systems are linked to all 17 SDGs. For example, sustainable agriculture can promote inclusive rural growth (SDG 8), provide decent work (SDG 8), reduce inequalities (SDG 10), and contribute to addressing climate change (SDG 13). Therefore, food systems should not be seen as an isolated sector but should be integrated into cross-cutting governance frameworks such as climate, biodiversity, health, and trade.

Vulnerability of Food Systems Under the Triple Crisis

Climate change is directly affecting global agriculture. The frequency and intensity of extreme weather events (droughts, floods, heatwaves) are rising, threatening crop yields and livestock production. According to FAO data, nearly 883 million people are engaged in agriculture, most of them smallholder farmers, whose livelihoods are particularly vulnerable to climate shocks. At the same time, food systems themselves are drivers of climate change—agriculture, forestry, and land use account for about 23% of global greenhouse gas emissions.

Another major challenge for food systems is food safety. Around 600 million people fall ill from foodborne diseases each year, and 420,000 die—with the poor and children bearing the heaviest burden. The World Health Organization's forthcoming update on the global burden of foodborne diseases (2026) will provide national and global data for the period 2000–2021 for the first time, aiming to help countries identify policy priorities.

Progress in Global Governance: From UN Summits to Regional Action

Following the 2021 UN Food Systems Summit, countries committed to accelerating transformation. The first Food Systems Stocktaking Moment (UNFSS+2) was held in Rome in 2023 to review national progress. In July 2025, the second stocktaking (UNFSS+4) took place in Addis Ababa, Ethiopia, focusing on accelerating the building of sustainable, inclusive, and resilient food systems. These meetings indicate that food system governance is deepening from global commitments to national actions and regional collaboration.Geneva, as a hub for environmental governance, hosts multiple international organizations (such as FAO, WHO, UNEP) and convention secretariats that promote the integration of food systems with environmental issues. Events like World Food Safety Day (June 7) and World Food Day (October 16) continue to raise awareness among the public and policymakers.

Conclusion: Transformation Pathways and Financing Needs

Food system transformation requires cross-sectoral coordination, including adopting climate-smart agriculture, reducing food loss and waste, promoting healthy diets, and strengthening food safety regulation. However, the transformation faces a significant financing gap—developing countries in particular need support from climate adaptation funds, agricultural R&D investment, and social protection systems.

Achieving SDG 2 and global climate goals requires placing food systems at the core of Nationally Determined Contributions (NDCs) and national biodiversity strategies. Only through international cooperation, knowledge sharing, and innovative financing can food systems be transformed from a source of environmental pressure into an engine for sustainable development.
